Uniform Public Construction Cost Accounting Act

Notice to Licensed Contractors to submit applications for inclusion on MSJC 2021 List of Qualified Contractors

Mt. San Jacinto Community College District has elected to participate in the Uniform Public Construction Cost Accounting Act (UPCCAA) set forth at California Public Contract Code Section 22000.  The UPCCAA allows the District to conduct Informal Bids for public works construction projects up to $200,000 with prequalified contractors.  The district is calling for all interested contractors to be placed on the initial list of prequalified contractors that would like to do business with the college district.  

Contractors who would like to participate in this program must provide information required on the Contractors prequalification Questionnaire.  Contractors will be asked to provide (but not limited to) the following information:  1) history of business and organization performance; b) compliance with occupational safety and health laws, worker's compensation and labor legislation; c) completion of recent projects and quality of performance.

The district is accepting pre-qualifications for ALL trades under the Business & Professions Code, Division 3, Chapter 9, Contractors, Article 4, classifications.  For the purpose of classification, the contracting business includes any or all of the following branches:  A - General Engineering Contractor; B - General Building Contractor; C - Specialty Contractor.

Contractors holding several license classifications and specialties shall be prequalified only once to include all trades under their license.  Contractors must indicate Primary and Secondary type of work interest on the Contractor's Pre-Qualification Questionnaire Form. 


Contractor's Pre-Qualification Questionnaires are available at no cost to the contractor.

You must resubmit a new application to be included on the 2021 list, even if your company has submitted an application in prior years.​
