Participatory Governance at MSJC

Participatory Governance Committees

The Mt. San Jacinto College Budget Committee is a participatory governance committee that is charged with the following:

  • Recommending the parameters, process, and documentation for developing the annual budget;
  • Reviewing and recommending the process by which the District’s discretionary funds and grants are allocated;
  • Assessing the effectiveness of the allocation process in the prior and current years;
  • Annual review of Education Code Mandates for compliance

The scope of work of the Budget Committee is determined by the annual institutional goals that are identified by the Superintendent/President and approved by the Board of Trustees. These annual institutional priorities are expressed in the:

  • State Strategic Plan
  • MSJC Strategic Plan
  • MSJC Educational Plan and Program Reviews
  • MSJC Facilities Master Plan, Technology Plan, Staffing Plan & the Distance Education Plan

The Budget Committee recommendations are sent directly to the Executive Cabinet prior to the issue of the budget development documentation in March. Information copies of the recommendations are published on the Budget Committee web page, and are sent to the College Council.

The Career Advisory Committee will support the needs of workforce development as it relates to Career Education and Professional Training Programs in the Mt. San Jacinto Community College District including on-ramp to credit pathways that lead to industry-valued credentials or degrees, digital literacy, with workforce development priorities of economic recovery, racial justice and equity. The committee shall focus on diversity, equity and inclusion priorities within Career Education programs including academic and career supports. The committee will make recommendations based on those needs to the Career Education Department, College Administration, and the Curriculum Committee as they relate to the planning of new and existing programs.

The Institutional Planning Committee shall oversee and coordinate district-wide strategic planning through the following:

The committee shall review and provide advice to the groups on campus that develop plans and the budget development committee.

The committee shall review and endorse the Integrated Institutional Plan, Education Master Plan, Facilities Master Plan, Strategic Master Plan, Staffing Plan and Technology Plan.

The committee will review critical data needed for planning, including analysis of internal and external trends, and publish its findings to assist planning throughout the college.

The committee shall review the results of department and division program reviews and assessments, preparing from them an Annual Master Planning Accountability Report.

The committee shall contribute to the development of District annual strategic and multiyear planning goals.

The committee will review forecasts and recommend planned growth, program development parameters for Education Planning, and staffing allocation levels.

The committee will complete an annual review of the IPC charge to confirm that the committee is working to meet internal expectations and accreditation standards. 

The Physical Resources Committee oversees the college's facilities improvements to ensure compliance with the Facilities Master and advance planning for capital projects, space management, facility efficiencies, and to evaluate the total cost of ownership of any facility modifications and new construction projects. The committee makes recommendations to the Budget Committee for further consideration.

The committee reviews results of annual safety inspections (conducted by third party administrator) and quarterly inspections (by district personnel). Results of safety inspections are sent to District Safety Committee for review and recommendations.

The committee sets protocols and oversees the district's administrative procedure for Total Cost of Ownership for Physical Resources.

Professional development is acknowledged as an institutional priority, creating a culture in which ALL employees of MSJC (Administration, Supervisory/Confidential, Faculty, & Classified) are informed of and provided with opportunities in professional development. Through professional development opportunities, we will enhance productivity individually and institutionally for a higher level of success. Provide opportunities for ongoing, professional development and a forum for discussion of implementation and self-reflection. Conduct annual Needs Assessments/Surveys to determine challenges, barriers, and interests. Conduct an annual Evaluation of Professional Development activities to assess the overall participation.

The Mission of the MSJC Safety and Wellness Committee is to develop and cultivate policies, procedures, guidance, and feedback to maintain and continuously improve the health and safety for all staff, students, and visitors, at every college campus and educational center through a participatory governance structure that aligns closely with the laws, regulations and mandates established by federal, state, county, local agency and MSJC Board Policy.

In collaboration with campus stakeholders, develop, implement and continually evaluate an effective Guided Pathways framework. This work includes but is not limited to:

  • Using an equity framework and student-centered guided pathways design to improve the experiences of our diverse students to accelerate program completion, improve rates of certificate and degree attainment, and transfer;
  • Continually informing and engaging the campus and local community about Guided Pathways concepts, programs, resources, and practices;
  • Fostering collaboration and communication between work groups, campus governance groups, and all members of the college;
  • Evaluating the progress being made on the accomplishment of the objectives stated in the Guided Pathways Action Plan and annual Scale of Adoption Assessment (SOAA) and acting as a resource for those implementing the planned actions;
  • Conducting periodic review of the Guided Pathways Action Plan and annual SOAA progress and recommending next steps;
  • Integrating Guided Pathways into the campus culture and college community;
  • Establishing and promoting ongoing opportunities to participate in Guided Pathways efforts; and
  • Celebrating achievements and successes accomplished by students, faculty, staff, and programs in areas related to Guided Pathways.

The Technology Committee identifies, assesses and makes recommendations regarding the institutional technology needs of Mt. San Jacinto College. The committee also provides recommendations related to policies, procedures, systems, distance education and institutional technology planning.
