Budget Committee Meeting
Minutes

May 29, 2003

The meeting began at 3:07 p.m. Becky Elam (co-chair), Dewey Heinsma (co-chair), Catalina Cruz, Dennis Hogan, Ron Bowman, Matt Zepeda, Laurel Jones, Don Robinson, and Karen Watts were present. Liza Castillo, Gail Jensen, Betsy Sharp, and Gale Ward were absent.

• It was requested that May 8, 2003 minutes regarding ASB be changed as follows:
  
  ASB participated in a fundraiser community event at Soboba.
  
  On motion by Becky Elam and seconded by Dewey Heinsma, the adjusted minutes for May 8, 2003 were approved.
  
  
• 50 % Law. The District is at 46.92% - May & June payrolls are not available yet and were not included. The business office is awaiting final figures after June. District has taken steps to ensure that 50% law requirements will be met again next fiscal year.
  
  
• Student ASB Report - Matt Zepeda.
  
  Matt Zepeda is the new ASB President, Alma Cottrell is the new treasurer and will be attending Budget Committee meetings in the Fall.
  
  ASB approved their new 2003-2004 budget; they will be spending less this year. ASB is hoping to employ a Federal Work Study student in place of classified employee.
  
  Matt shared ASB Year End Report for 2002-2003. The Report was sent out District-wide e-mail to "Everyone."
  
  
• State Budget. For MSJC, the Governor's May Revise is currently the "worst case scenario" for the system. Potential loss to MSJC is $1.3m to the general fund apportionment; $500k reduction to block grant and scheduled maintenance, and $200k reduction to categorical accounts. In total, approximately $2m reduction from the already reduced 2002-03 budgets. The final budget is still subject to the Governor's blue pencil cuts.
  
  
• Next Meeting. There are no meetings until the Fall 2003 semester begins and faculty members return.
