Budget Committee Meeting
Minutes

February 7, 2002

The meeting started at 8:05 a.m. in room 200 with Becky Elam (co-chair), Dewey Heinsma (co-chair), Carol Montez, Gale Ward, Gail Jensen, Ron Bowman, Dennis Hogan, Dennis Anderson, Jeanine Woodford, Karen Watts and guest speaker, Bill Marchese. Rolando Regino and ASB representative, Mayda Rivero, were absent.

• On motion by Dewey Heinsma and seconded by Dennis Anderson, the minutes for November 29, 2002 were approved.
  
  
• Faculty member John Norman is joining the Budget Committee and meeting times will be changed. The next meeting will be February 26, 2002 from 3:30 to 4:30 to give the committee opportunity to hear from Teri Sisco, David King and Sherry Moore. Future meetings will be held on the third Tuesdays of each month from 3:30 to 4:30 p.m.

• Dewey Heinsma offered suggestions to the committee for changes in the Committee Membership and Charge. Changes were discussed, a move to pass was made by Gale Ward, seconded by Ron Bowman and motion passed.

  Future policy recommendations by the Budget Committee will be submitted to the College Council in accordance with Shared Governance.

• Guest speaker, Bill Marchese, addressed questions from the committee regarding MSJC schedules and catalog publications. He gave an overview of marketing processes and costs. Postage rates are least when a publication goes to every address and there is no sorting involved by postal workers. Invariably, there will be some waste but mailings to selected locations involve more labor, making postage rates higher and, therefore, not cost effective. Bill offered to take some ideas and suggestions from the Budget Committee for cutting costs to the Marketing Committee.
  
  
• Becky Elam discussed Partnership For Excellence (PFE) Survey of Local Investments of Partnership Funds. $1,839,546 received, $1,735,041 budgeted and $104,505 unbudgeted. The District is meeting or exceeding its goals.
  
  
• The District is still working diligently to balance funds to meet the 50% Law. Local auditors approved changes. The State will review and hopefully approve. The District is not hiring for any new positions; it will only hire replacements.
  
  
• Becky Elam discussed the Governor's Budget.
  The most recent state revenue projections show a $12 to $18 billion deficit. Current year cuts are still possible. There are several 2002-03 issues that will impact the budget negatively. The total projected additional expense exceeds $1,000,000, the likelihood of receiving growth funding is small and statewide deficit may eliminate growth. The committee's charge: How will the Budget Committee proceed in this budget cycle?
